Entry into the territory of Poland
An EU citizen can enter Poland on the basis of a valid travel document or another document that proves his identity and citizenship.
A relative of an EU citizenwho is not an EU citizen himself can enter Poland on the basis of a valid travel document and a visa, if required. The visa application is submitted to the consul or the commander of a border guard.
Relatives of an EU citizen are:

c) Direct relative of an EU citizen or his spouse in the ascending line (ancestor in a straight line: father, mother), for whose maintenance an EU citizen or his spouse is responsible.
Obtaining a residence permit for Poland
1. Stay in Poland for up to 3 months
An EU citizen and a relative of an EU citizen who is not an EU citizen themselves can stay in Poland for up to 3 months without having to register their stay. During this period, the EU citizen is required to have a valid travel document or other document that proves his or her identity and citizenship. The relative, who is not an EU citizen himself, is required to have a valid travel document and a visa if a visa is required.
2. Stay in Poland for more than 3 months
An EU citizen can stay in Poland for more than 3 months if they:
- is an employee or a self-employed person,
- has health insurance or is entitled to medical care on the basis of regulations on the coordination of social security systems and has sufficient financial means to support himself and his family members in Poland,
- studies or takes part in vocational training and has health insurance
is or is entitled to medical care on the basis of regulations on the coordination of social security systems and has sufficient financial means to be able to provide for his own maintenance and that of his family members in Poland,
- Is the spouse of a Polish citizen.
An EU citizen should have sufficient financial means to support himself and his family members on the territory of Poland so as not to burden the social assistance system. Proof of having sufficient financial means for one's own maintenance and that of his family members without having to claim social assistance benefits are above all:
1. credit card,
2. Proof of the possession of means of payment in a bank or another financial institution, which is stamped and signed by an authorized bank or financial institution employee, with the certificate at the latest one month
must be issued before applying for registration of residence in Poland.
3. Compulsory residence registration
If the stay in Poland is to last longer than 3 months, the EU citizen is obliged to to register his stay, and a family member of an EU citizen who is not himself an EU citizen is obliged in this case, a residence card for family members of the EU citizen.
The application for the registration of the stay or the issue of the residence card for family members of an EU citizen must be made in person to the person responsible for the respective place of residence Voivodes to deliver. A valid travel document or another document proving identity and citizenship (for EU citizens) or a travel document (for relatives of an EU citizen) must be presented at the office.
The application for the Registration of the residence of an EU citizen the following documents must be attached:
- for employees:
a) Written declaration by the employer or another person about the intention to commission the employee to carry out the work,
b) proof of employment,
- for self-employed persons:
a) written declaration of entry in the national court register,
b) written declaration of entry in the central register and information center on economic activity,
c) further evidence to confirm that the EU citizen is a self-employed person in the territory of the Republic of Poland,
- for students and people taking part in vocational training:
a) Certificate from a university about enrollment or posting to participate in vocational training measures,
b) a document attesting to current health insurance or entitlement to medical care based on regulations on the coordination of social security systems,
c) Written declaration that you have sufficient funds to cover your own stay and the stay of family members so that these people do not become a burden on social assistance,
- for the spouse of a Polish citizen: a document proving marriage to the Polish citizen,
- in other cases:
a) a document attesting to current health insurance or entitlement to medical care based on regulations on the coordination of social security systems,
b) Certification of the possession of financial means that are sufficient to be able to pay for their own stay and the stay of family members so that these persons do not become a burden on social assistance.
The application for the Issuance of the residence card for relatives of an EU citizen must be attached accordingly:
- Certificate of residence registration of an EU citizen issued to the EU citizen with whom the respective relative resides in Poland,
- 5 current photographs,
- Certificate of marriage to an EU citizen (spouse),
- Certificate of family relationships and a document proving the age or the fact that the EU citizen or the spouse is responsible for the maintenance of the respective person (descendants).
- Certificate of family ties and a document proving that the EU citizen is responsible for the maintenance of the person concerned (ancestor).
4. Right of permanent residence for Poland
After 5 years of uninterrupted residence in Poland the EU citizen buys a right of permanent residence.
A relative who is not an EU citizen himself acquires the right of permanent residence after 5 years of uninterrupted residence in Poland together with the EU citizen.
The stay is considered to be uninterruptedif the respective person has not left Poland for a maximum period of 6 months per year (in total). This stay abroad can be longer for the following reasons: military service or other important personal reasons, in particular pregnancy, birth, illness, study, professional training, posting, provided that this period does not exceed 12 consecutive months.
An EU citizen who has acquired the right of permanent residence will, upon his or her application issued a document proving his or her right of permanent residence.
A relative who is not an EU citizen and has acquired the right of permanent residence the right to a permanent residence card for relatives of an EU citizen.
The application for the issuance of the above mentioned documents must be submitted in person to the person responsible for the respective place of residence of the EU citizen Voivodes to deliver. 5. Rejection of the application for the issuance of a registration certificate or a residence card for the relatives of an EU citizen and a document confirming permanent residence or a permanent residence card for the relatives of an EU citizen.
The voivode will reject an application if:
- the conditions for residence or permanent residence set out in the regulations have not been met or,
- the stay of the respective person represents a danger to the defense or the security of the state or the protection of public security and order, or
- the marriage to an EU citizen was made on a sham.
The voivode is also responsible for the following matters: invalidation of the residence registration, replacement or issuance of a new proof of residence registration for an EU citizen, issue, replacement or invalidation of residence cards for relatives of EU citizens as well as issue, replacement or invalidation of proof documents for the issuance of the right of permanent residence or permanent residence cards for relatives of EU citizens.
Objections to the decision can be lodged with the President of the Immigration Office.

An EU citizen and his relatives who are outside of hotels and facilities that also offer accommodation in connection with work, teaching, medical treatment or recreation are obliged to contact the competent local authority City or municipal office to register for a temporary stay at the latest before the end of the fourth day after entering Poland.

A brokerage contract must be concluded before the broker takes up activities in the real estate market. This brokerage contract must state which specific professional activities the broker has to carry out and what fee he is entitled to for this. This contract also names the broker who is professionally responsible for the implementation of the tasks, including the number of his professional license, and adds a declaration of liability insurance taken out for damage resulting from brokerage activities. The agency contract must be in writing.
An apartment rental agreement can be concluded for a definite or an indefinite period. The owner can terminate a rental agreement for reasons specified in statutory provisions. Before signing a contract, the owner can ask the tenant to pay a refundable deposit that covers the claims for renting the apartment (it must not exceed twelve times the monthly rent). The deposit should be refunded by the landlord within one month after the tenant has moved out of the apartment after any deduction of the outstanding claims from the apartment rental.
The amount of rent depends on the city, the standard and the living space. The most expensive apartments are in Warsaw and other major cities - the rent is as follows:
- for a one-room apartment from 900 PLN to 2100 PLN (approx. 215-500 EURO)
- for a two-room apartment - from 1100 PLN to 2500 PLN (approx. 260 - 600 EURO)
- for a three-room apartment - from 1500 PLN to 3000 PLN (from approx. 360 to 720 EURO).
Large differences in rents within the same apartment category result from their location compared to the city center. The above amounts are the basic rent. The charges for gas, electricity, heating and water are usually not included in the rent.

Acquisition of real estate
An EU citizen is not obliged to apply for a permit from the Minister of the Interior if he or she intends to buy an independent apartment or business premises, a garage or a piece of land that is not intended for agricultural or forestry purposes. . Since May 1, 2009, foreigners from other EU countries do not need to submit a permit to acquire a so-called second residence that does not become the permanent residence of the foreigner. This regulation applies to the acquisition of a property that is intended for the construction of a building for residential or recreational purposes. Foreigners from other EU countries are currently required to present a permit when buying property for agricultural or forestry purposes in Poland.
Advertisements for apartments and houses can be found in newspapers, on websites or in real estate agencies. If you seek the help of a real estate agent when buying the apartment, it is advisable to check beforehand that he has the appropriate professional license, that he has liability insurance and that he has been authorized by the real estate agency to act and conclude contracts on their behalf . For the use of the services of a real estate agency, a commission of 2 to 3% of the apartment price is due (more about real estate brokerage can be found in the chapter: "Apartment rental").
A permit from the Minister of the Interior is required when purchasing land used for agriculture or forestry (within 12 years of Poland joining the EU, i.e. by May 1, 2016). For this purpose, it is necessary to apply for a permit from the Minister of the Interior to purchase real estate. Such approval is granted if:
- the acquisition of the property does not pose a threat to the state's ability to defend itself or to public order and there are no social policy or public health reasons in the way of the acquisition,
- the EU citizen can prove that there are circumstances confirming his ties to Poland.

A driving license that was issued in the other EU countries is also valid in Poland.
To get the Polish driver's license, the EU citizen should:
- Reach the age required for the respective driving license class (16 years - A1, B1, T, 18 years - A, B, B + E, C, C + E, C1, C1 + E, 21 years - D, D + E, D1, D1 + E),
- in order to get the driving license of the C, C1, D or D1 category have the driving license of the B category,
- provide a medical certificate stating that there are no health contraindications for him to drive vehicles and a psychological certificate stating that there are no psychological contraindications for him to drive vehicles - if required,
- complete the training required for the respective driving license class,
- pass the state exam required for the respective driver's license class,
- stay in Poland for at least 185 days in each calendar year for reasons of personal or professional relationships, or provide evidence that he has been studying in Poland for at least 6 months.
After January 19, 201, as an EU citizen, you have to reach the minimum age for the respective category in order to get the driving license: 14 years - AM; 16 years - A1, B1, T; 18 years - A2, B, B + E, C1, C1 + E; 20 years - A, if the person has had the A2 category driving license for at least 2 years; 21 years - C, C + E, D1, D1 + E, subject to the special regulations on the minimum age of people who drive vehicles as members of uniformed services and who have appropriate prior qualifications; 24 years - A, if the respective person has not held an A2 category driving license for at least 2 years; D and D + E, subject to the special regulations on the minimum age of people who drive vehicles as members of the uniformed services and who have appropriate prior qualifications.
- if during a medical examination an active form of dependence on alcohol or on a substance that has a similar effect to alcohol was found,
- against which a driving ban was pronounced in a final judgment - during the period of validity of this ban
These driving license classes are categories that are uniform across the EU.

According to Article 63 of the Treaty on the Functioning of the European Union, there are no restrictions on the flow of funds and payments for EU citizens in Poland.
EU citizens can carry out all financial transactions in Poland, including opening bank accounts, taking out credits or loans from financial institutions based in Poland. EU citizens can also freely transfer funds transferred to Poland or the income generated in Poland abroad.
Such transactions and transactions may, in certain cases and under EU law, apply control procedures intended to prevent money laundering or the financing of terrorism. To prevent these negative activities, the movement of cash in excess of EUR 10,000, as well as gold and platinum in foreign exchange form (bars, coins, semi-finished products) to and from Poland, regardless of the quantity, is monitored.
