India ties in with the endless war on terrorism narrative to isolate Pakistan. China's request for an international solution is rejected by the United Nations
Former army chief General Bipin Rawat was appointed Chief of Staff of Defense (CDS) at the turn of the year. The proposal to establish the post of Chief of Staff of Defense was considered some 20 years ago after the Kargil War, but was never implemented. The Kargil War, also known as the Fourth Indo-Pakistani War or Third Kashmir War, took place over twenty years ago. India emerged victorious at the time. Kargil's victory is a symbol of India's power, said Hindu nationalist Prime Minister Narendra Modi, who traveled to the region last July on the anniversary of the conflict.
"After India thwarted Pakistan's plans in Kargil, Pakistan adopted a different strategy - using terrorism to achieve its ends," Modi said. "The need of the hour is that all countries come together against terrorism, only then can terrorism be eradicated. Terrorism challenges mankind today. There are countries that use proxy wars as a political instrument to achieve their goals", he said.
At the same time, there had been tensions in Kashmir. On August 5, the Indian government imposed a curfew, switched off the Internet and dispatched an additional 25,000 soldiers to the region, which was equipped with more than 500,000 emergency services. Thousands of Kashmiris have been arrested without charge, including former prime ministers, political leaders, opposition activists, lawyers and journalists.
In addition, the government deleted Article 370 of the Indian Constitution, which guaranteed the Indian part of Kashmir, among other things, its own constitution, its own flag and extensive powers with the exception of foreign and defense policy.
In early January, the Indian Supreme Court condemned the government for shutting down the Internet in the Muslim province as an abuse of power.
China, which relies on a stable Pakistan for the Belt and Road Initiative economic corridor, tried again on Wednesday to resolve the Kashmir issue with the United Nations Security Council and failed. 14 members of the United Nations Security Council rejected China's motion to make the conflict an international issue. The conflict in Kashmir remains "a bilateral affair between India and Pakistan" for the United Nations.
Counter-terrorism modeled on the USA
But India has raised the confrontation with Pakistan to the level of the global fight against terrorism. "We have to put an end to terrorism, and it can only happen the way the Americans started it after the 9/11 terrorist attack. You said we want to start the global war on terror. To get there you have to isolate the terrorists, "General Bipin Rawat told Pakistan today.
The new army chief and Rawat's successor, Naravane, said on taking office that India reserves the right to take preventive action against sources of terrorist threats if the neighboring country does not end state-sponsored terrorism.
When the UNHCR published a report on the situation in Kashmir in early July 2019 expressing "serious concerns about the mistreatment by state security forces and armed groups in both Indian and Pakistani parts of Kashmir," the Indian government dismissed the report as " false narrative "back that ignores" the core issue of cross-border terrorism ".
While India is instrumentalizing the war on terrorism, Pakistan is bearing the real costs of the United States' global fight against terrorism. Prime Minister Imran Khan lamented in 2018: "In the course of the war on terrorism, 75,000 Pakistanis were killed and Pakistan's economy lost $ 123 billion." Millions of people have had to leave their homes and America’s war has had a drastic impact on the lives of ordinary Pakistani people.
